Marvin's Platform
My name is Marvin Wiggins Sr., and I’m running for Memphis City Council District 1 because I believe in our people and the power of community. As a lifelong Memphian, husband, father, mentor, and law enforcement executive, I’ve lived the challenges many of our families face. From North Cordova to Raleigh to East Frayser, I’m committed to delivering bold, compassionate leadership that invests in our youth, strengthens our neighborhoods, and creates real opportunities for all. My platform focuses on six key priorities:
LIST OF PRIORITIES
1. Sustaining Safer Neighborhoods
Crime in Memphis is down nearly 40 percent, and I believe that progress shows what is possible when law enforcement and the community work together.
To keep crime down, I will prioritize investing in our officers through competitive salaries and strong benefits. Proper staffing reduces burnout, improves morale, and keeps experienced officers on the street.
When we have more officers available, we can be proactive instead of reactive, focusing on prevention and strengthening community policing efforts that build trust and stop crime before it starts.
I am committed to supporting our officers, strengthening partnerships, and keeping Memphis moving in the right direction.
2. Growth that Benefits our Neighborhoods
Investing in infrastructure, economic development, small business support, and strong blight control is a priority of mine.
That means better lighting on our streets, removing abandoned properties, clean and safe parks for our children, drivable roads, and walkable sidewalks that connect our neighborhoods. Safe, well maintained communities strengthen public safety and property values.
Bringing more companies to the district will create jobs and opportunity for Memphians. And when large companies buy land here, they should invest back into our community by supporting schools, parks, or other meaningful improvements.
Growth must benefit the people who live here.
3. Investing in People
I am a product of mentorship. Growing up without a father, a mentor helped shape my future, and now I am committed to paying that forward.
I will advocate for city backed mentoring initiatives, expanded afterschool and summer programs, and stronger partnerships with schools and nonprofits that serve our youth. I also support wraparound services and programs for women that provide access to job training, childcare support, counseling, and other resources that help families thrive.
When we invest in young people and strengthen support systems for women and families, we build safer neighborhoods and a stronger Memphis for generations to come.
